Governor Sides With Minibus Drivers, Agrees to Drop Inspection Levies


The Jakarta government on Tuesday agreed to the demands of drivers of public minibuses, and scrapped fees for mandatory periodical vehicle inspections that are required to enter transportation terminals and to obtain route permits.


Jakarta Governor Joko Widodo said that all regional levies arranged under regional regulation No. 3 of 2012 would be dropped, especially since the proceeds from the levies were not contributing substantially to the regional income.

“All levies burdening the drivers will be eliminated,” he said. “If we can drop them, why not?

“I have done my calculations and what we get from those levies is not substantial. They only contribute Rp 2.3 billion ($239,000) to the regional income.”

Jakarta Transportation Office chief Udar Pristono said that the levies to be scrapped were only a part of what was arranged under the regulation.

“What will be corrected is the part of the regulation that comes under the authority of the transportation office,” Pristono said. “To correct the regulation, because it is a regulatory product, it should first be consulted about at the city legislative council. After a recommendation is obtained from the council, then the governor will issue a gubernatorial regulation.”

He also added that under the same regulation, the governor has the right to provide reductions or free someone or a group of people with or without a demand.

“[Today] we will have a hearing with Commission B of the Jakarta legislative council,” he said. “If the council comes out with a recommendation, then the governor will immediately prepare the gubernatorial regulations to drop the levies that come under the authority of the transportation office.”

About 200 public minibus drivers rallied in front of city hall with their vehicles on Tuesday morning, demanding the scrapping of the three levies, which they say pose a heavy burden on them. Joko went out to see them shortly after noon and was welcomed with applause and shouts of support.

“I am a newcomer, and the regional regulation is from the past,” he told the drivers. “I have told the chairman of Organda [Organization of Land Transportation Owners] that after I receive a recommendation from the city legislative council I will immediately issue a gubernatorial regulation dropping the regional levies.”

He assured the protesters that the city would do what it could to protect small public transportation operators, but he also demanded that they abide by the rules set down by the administration. (sumber: thejakartaglobe.com)
